Biography
Joseph Dulla has been a first responder for over 39 years serving in roles including Emergency Medical Technician, lifeguard (beach, boat, rescue truck), mountain rescue, and sworn deputy sheriff.
He recently retired after 31 plus years of service for Los Angeles County Sheriff’s Department. Joe’s last assignment was the Recruit Training Unit Lieutenant responsible for supervision, management of training, and injury reduction for over 1,300 Deputy Sheriff and 200 Custody Assistant Trainee recruits annually. He has worked, custody, patrol, investigative, task force, & technical assignments in various sworn ranks and positions.
He holds Bachelor’s & Master’s degrees, a Postgraduate Certificate in Evidence-Based Coaching, CA POST Master Instructor, Physical Training (PT) Instructor, and TSAC-F © certificates.
Joe has served as a member and/or chairman of:
- The California POST Physical Abilities and Training Program SME Group,
- Los Angeles County Human Performance Workgroup,
- Job Task Analysis and
- Return to Work committees
He also managed the Los Angeles County Sheriff’s Department’s “Fast Track Injruy Care” program that utilizes Sports Medicince concepts to reduce time lost to injuries, enhance wellnss, and optimize employee performance.
He has also taught and served in faculty positions at the undergraduate and graduate levels for courses in Public Policy, Public Personnel, Organizational Behavior, Leadership, Tactical Sports Medicine, at California State University Dominguez Hills, San Bernardino, National University, the University of San Diego, and the Southern California University of Health Sciences.
Joe holds TSAC‑F certification with distinction from the National Strength and Conditioning Association (NSCA), has written articles for the Tactical Strength and Conditioning Journal, and co-authored over 15 articles for peer-reviewed journals such as the Journal of Strength and Conditioning Research, the International Journal of Environmental Research and Public Health, the Journal of Australian Strength and Conditioning, the International Journal of Exercise Science, and the Journal of Science and Medicine in Sport.
